I'm trying to set up debugging on Windows 8 and can't seem to get the plugin to find my Python installation.

I've installed Python 2.7 and Winpdb and set the path in Plugin Debugger.sublime-settings:

{
    "plugin_debugger_python": "C:/Python27/python.exe"
}

I've tried every possible format for the path that I can think of, including /C/Python27/python.exe and C:\\Python27\\python.exe.

Here's the error I'm getting:

I think I'm missing something simple here, but I can't see what. I've also tried this in both ST2 and ST3 with similar results.

Any help would be appreciated.
