Make Mekanism and AE blocks sealable

Probably because they are tile entities, enriching, crushing and smelting factories and Applied Energetistics blocks are unable to seal up a room in space.

Recode GC seal logic to include these blocks and preferably similar ones as well.

Also, blocks like reinforced concrete should definitely be sealable but are not, so there's probably an issue with the seal logic.
