remember the size/position of the Settings window

can the Settings window remember its last size/position?

reopening it each time always obscures my KBar window, and i often want to make the Settings window narrower.

Unfortunately no. Adobe's framework controls the initial placement/size of these dialogs. I can only suggest constraints on it and they only seem to be respected in OSX.
