Stability issue.

The following things may happen on Windows

Test execution sometimes hangs up. (General)
Test fails because of 0xcacacaca error code which is a magic number of thread termination. (General)
x64 binary sometimes doesn't start because of 0xc5000005 (access violation). (Windows Server 2012 R2)

I believe the first 2 items are resolved. The last one, I don't have any environment to test.

Seems CI on Windows is stable enough (SEGV issue is resolved). So close this for now.
