Hello @Zealar my version is the branch version!
Look the lines that I post, have 1045 and 1035 in the database have added too, custom_npc_buffer table I have too.

There is no branch only master and develop. And in develop that not happen to me. Try to add this skills to yourself and try to cast them by char.

Working fine for me. Be sure you use same skills what you put on config, in game is a lot of skills with duplicate names. Clear all your skills then add 1035 and 1045 and try again.
