Mobs attack offline Shops forever

Somehow player pull mobs into Giran and make them change target to attack offline shops.

I've put them go to spawn points on lost target, but offline shops are invincible...

The bug is that you can not take a mob to the city. The mob returns after moving away from its original spawn.
