I think all npc are attacking with bow up close range like short weapon range, or already fixed bow range shots? Check others npc''s with bow...

As far as I know every mob in archer type works fine except this one. I try to add hittime and increase aggro range in its npc xml but nothing changes.

also in antharas lair cyrcle the archer come near you and then shoot

Yes this happen for all npc's archers, use very low range for attack arrow shot, very old bug in L2J.
