ability to add or remove console logging

As of 0.6.3 the CONSOLE logging options are hard-coded in the log4j.properties erb template. It would be great to see this be configurable via hiera configuration. This would include CONSOLE entry on 'log4j.rootLogger' and the log4j.appender.CONSOLE* entries.
