SOLR 5.3.x doesn't support the `-f` option to the installer

SOLR 5.3.x doesn't support the -f option on the installer. We need to check for older versions and remove the option.

    If you are unable to workaround the issue by upgrading to a newer version of SOLR for whatever reason, you will have to downgrade the puppet module to 0.4.x.
