core module's other_files can't support lang/stopwords_de.txt

Due to the way that the other_files attribute is setup, we cannot support adding a file to the "lang" folder, for example lang/stopwords_de.txt.

I think this issue is deprecated due to later versions of module. Please re-open if its still an issue.
