Unlock the Launcher first! Warning

I can not modify any thing on my home screen As soon as I try it gives me a Waring saying! unlock the launcher first! Please. Help me! And I really appreciate your effort and hard work! Thank you!

    Press menu key or swipe up from the bottom of the homescreen. There is an option to lock/unlock launcher in home popup menu.
