* Made Norman smarter about playing end-of-limit: don't bother if we're < 50 from the current limit, and don't bother if we don't have any big distance cards. But still play one at low priority (if we were only going to discard anyway). * Added regression test: ensure that you get credit for a coup fourre when the draw pile is empty.

When deciding to extend, Norman should consider his score as if he won vs the other player's score as if they *didn't*. (Previously he compared both scores as if both players won... dafuq?)

Bug fix: you didn't get credit for a coup fouree if you didn't have six cards in your hand. You always do... unless the draw pile is empty!

Bugfix: If you're within one card of winning, and Norman can't stop you, Norman will play all his safeties in order to try and get a card that can stop you. However, his logic was off; if he'd extended, but you were at fewer than 700 miles, he'd get anxious if you were within one card of getting to 700.
