ServerPing.php for isup.me should check availability and not just ping

Lilian Besson (Naereen) repo owner created an issue

isup.me/ServerPing.php only pings the distant servers, but my isup.me clone should also check that the website does not return a 403 or 500 HTTP errors.

For example, wiki.scipy.org is online but not available!
