BOT: ability for whitelists

with anticipating cease and desist letters for scanning targets it may be a good idea to add a whitelist mechanism to the bots. We can do this upon inserting of targets but i'd prefer to see this setting closest to the bots themselves. That is, the bots or the scanning system checks some whitelist table (maybe IP's or wildcard urls) and syslogs if there is a scan target that is also defined in the whitelist table. If syslogged we can take action as to why the target still exists and remove it.
