Build becomes unsestable after merge of last branches

The unit test are not passing after the merge of branches with the commits.

• move XLSRowCursor to XLSBlockReader startRow before read 12/08/2017
• fixed for XLSBlockReader startRow/endRow not work -- should respect startRow and endRow 10/08/2017 from pull request #6, and #5 from qxo

Rolling back changes from those commits maintains unit tests successful

Just try to package distribution to reproduce it.
