Add "help" command

I had to look into the source code to find out how to create a SQL (as opposed to Go) migration. I tried the obvious "goose help create", but it didn't work. It shouldn't be too hard to implement, especially since the current command structure is quite neat (and can be augmented quite easily).

Yes - this would be nice to add. I'd welcome a proposal for this.

The ReadMe also has most of the documentation for the project, and covers this behavior.

Just ran into this, the 2nd arg is the migration type by looking at cmd_create.go :)
