Failure when adding Postgres Procedural Language Functions in SQL

Get error 2014/12/15 20:55:54 FAIL 20141215204222_AddDropTable.sql (pq: unterminated dollar-quoted string at or near "$$ when trying to add a procedural function in postgres.

The SQL script executes just fine when run by hand, but when trying to run via goose I am receiving that error message.

Still facing the same issue with goose..... if i run same script in pgadmin or psql command line it excutes successfully.
