goose requires a development config to create migrations

At least SQL migrations. Not sure about the Go ones.

This might be a fine trade-off but we have a project config that doesn't have one (long story).

Hey @jmhodges! That seems like a bug to me, unless it needs to know to use postgres/mysql/mymysql/sqlite3 for generation purposes.
