I'm currently working on this. If you look at the head, there are now scripts in place for generating docs using naturaldocs, a tool that generates HTML documentation from specially-formatted comments. bootstrap.sh will generate the docs if naturaldocs is installed.

I'm partway through converting the old manual to naturaldocs; I'll merge what I have so far in a day or two.
