Description

llrest.RESTService.enable_old_tls() for newer Debian systems.
As of 2020-09-10, Debian has disabled default support for TLS 1.0 and 1.1. But sometimes we must contact one of our own older services. Implement a workaround from https://github.com/psf/requests/issues/4775.
Bump llbase version to 1.2.9 for llrest.RESTService.enable_old_tls().
