Raspberry Pi: Fire button sometimes held down after exiting/entering menus

This behavior is inconsistent, but occasionally after saving or loading a game, the fire button will be depressed on its own. Pressing fire again will correct the behavior. Sometimes its the trigger, sometimes the X button, it's inconsistent. This same behavior occasionally happens when pressing escape, where the menu select button (same as fire) is held down (activating menus). You cannot continue until you press the menu select button again.

This behavior is only observed on RetroPie, and has not been seen on macOS.
