Proposal: add an option to prime chroot with yum

I'm proposing an option (something like -yum or -prime) that would essentially run the following command for you:

/QOpenSys/pkgs/bin/yum --installroot=$CHROOT_DIR install yum

(of course, it would need appropriate checking to ensure that you do indeed have yum)
