Allow for teams having multiple systems (runs)

Every team should be able to upload X (say 3) systems. The number of systems thats allowed by each team should be configurable per site. Traffic should be distributed uniformly over systems (not users). The most recent X runs are kept.

Not entirely sure how to do this.

Currently participants can have multiple runs (with a different runid that is) already, but only the last run is actually ever shown to user.

Maybe it should be possible to select (through the dashboard?) several runs as "active" (besides the last one which is by default active)?

The participant should still receive the same share of query impressions. But these could then be distributed over all active runs.
