Possibly related to ~~#18~~, the game seems to be confused about which kitten I am. Or thinks I'm not in the game. Or something.

This is normal behaviour. When you complete a desire it will show you new desires to pick.

(Or if that desire is no longer valid, i.e. target is dead)

My desires were to 1) visit a particular country and 2) raze 5 counties. Would the first one have been invalidated if someone razed that country, maybe?

Ok, weird - it was the razing desire that was replaced, but I didn't raze anything
