Economy value can become NaN.

Expected: The economy variable on the server should always be a number, and on the client it must either be a number or null. Observed: The economy variable can become NaN on both the server and the client.

    Possible culprit is when taking a slice of the kitten's county income to give to overlords and the kitten has no counties. Waiting a while to see if NaNs crop up anywhere else.
