IGBF-1149 - consistent ordering of file type options when saving files

Added a comparator for ExtentionFilter objects and a line to call it in the AbstractExportFileAction class.This orders the items for the 'save file as...' pop up dialog pull down menu, so the order is always consistent. Since the first item is selected by default, this also has the effect of making a consistent default choice.
