Registration methods for encoders and decoders

I don't see a good reason not to allow users to register encoders and decoders themselves, via functions register_encoder and register_decoder.

Note that I prefer those names over encoder_register etc, since these functions should usually be ignored by the user when he glances over encoder functionality. It's ok that the few who need it have to work for it :-)
