`.` doesn't work with digraphs and `s`

  1. Position the cursor on an apostrophe, '
  2. Type s C-k ' 9 ESC. This correctly replaces the neutral ASCII apostrophe with a Unicode one, (#x2019)
  3. Move to another apostrophe and type .. The apostrophe is replaced with 9 not .
  4. Similarly, if you try other digraphs, . gives you the last character of the digraph pair.
