Database Config Loader

As many on the IBM i platform are not accustomed to work with the IFS there should also be a more native way of configuring the service. Configuration could also be stored in database file with one column for keys and one for values, both char columns.

The default name for the file is BLUEDROPLT and each member holds the configuration for one service.
