Tooltip and Link to an anchor delete each other

Confluence 5.8.17 with Chrome Browser I would like to show a tooltip and with a click be led to an anchor of a subsidiary page. If I arrange Tooltip and link in one go nothing happens. If I first save the tooltip and afterwards the link, the link wins and vice versa.
