Same problem here. It's not just Android Pay related, but all NFC activity.
NFC pretends to be turned on, and the notification shows 2 or 3 seconds after NFC is activated, but the antenna is actually off (no other device can detect it)
It stopped working is some Nougat MADOS release (maybe stable 7)

Before saying " ALL NFC activity " doesn't work and NFC antenna doesn't work... Do the above simple tests...
More advanced tests, where conducted on my works lab...
This is as simple as sending via BEAM with another NFC capable device...

reporter In my case I was using the NFC frecuently to recharge the subway card and after some rom version it stopped working with the same simptoms as Usuario Estable.
Will try the diagnostics dragonpt suggest when I repair the phone and post them here along to any necessary logs

It was, just detected an NFC issue on s3 (legacy nfc) was adressed, payments /TAG reading should work on next release just fine (not sure about Android PAY, as this depends on other things)
Basic NFC functionality was already fine (check my test * comment)
cheers

reporter Will check if this fix covers NFC for recharging subway travel card too when published and report back

i had tested this myself under Oreo
NFC Antenna works / nfc fires up...
You can do the following tests:
*NFC Smart Card reading (EMV) --> OK no data corruption
*Android Beam --> Sending & receiving OK
If the issue is only with Android Pay, please let me know, this is another story
