Bug - CommonsDelinker doesn't check if an image exists on local Wikipedia before delinking it

Hi Your CommonsDelinker bot recently delinked many flag images on Chinese Wikipedia. Although the images you delinked got deleted on Commons because of copyright issues, they are still on Chinese Wikipedia (fair use), which means they shouldn't be delinked.

For example: https://commons.wikimedia.org/wiki/File:Flag_of_Democratic_Progressive_Party.svg is deleted but https://zh.wikipedia.org/wiki/File:Flag_of_Democratic_Progressive_Party.svg is still there therefore it might be better if the bot get aware of it and doesn't delink [[File:Flag_of_Democratic_Progressive_Party.svg]] on Chinese Wikipedia.
