Image not deleted when part of template

When the image is inserted as a parameter of a template (without the file: prefix) it is isn't deleted. In this case it's the template Panorama on nlwiki. (See https://nl.wikipedia.org/w/index.php?title=Coit_Tower&oldid=42098058 for an example where it wasn't removed)
