Delinker change

I note that the Commons Delinker is now pinging (putting [[User:XX]] ) in its removal comments. This is a real nuisance for active admins, as it may mean that we get tens or hundreds of notices while we are doing DRs. Since I pay attention to pings, that means I must interrupt what I am doing and mark the notice as read before continuing through the DRs.
