CommonsDelinker not processing universal replacements

CommonsDelinker seems to not be processing {{universal replace}} requests on [[COM:CDC]]. It seems to be processing delinkings of deleted files and removing completed category move commands fine, however. https://commons-delinquent.toolforge.org/?image=&action=null&result=null&status=true shows “Bot is not running.” despite this.
