Add categories at time of file transfer

Could Commons Helper be modified to allow uploaders to add categories at the time the files are transferred from the Wiki to commons. it would save a lot of time and edits if we could add categories at the same time as moving the file.

This would also help to reduce the amount of files that go into the Images needing categories folders.
