Cannot prefix names

In the Flickr account 35317151@N06 there are 400-odd images which are rejected as "⧼titleblacklist-custom-filename⧽" (they have names ike "-43 (4634503821).jpg" or "-102 (4635102040).jpg").

I have tried to prefix these names with "Sandwell Metropolitan Borough Council Flickr image", but nothing happens - no prefixes are applied. I have tried shorter prefixes, and a different, plugin-free, browser, to no avail.
