UTF-8 encoding is wrong in HTML tables in baglama2

The UTF-8 encoding is wrong in HTML tables in baglama2. In my Firefox I get, e.g., "Legende børn i det frie (Le jeu de quatre-coins).jpg" both in the link and in the Files column.

"ø" is from '\xc3\xb8' which in utf-8 interpretation is 'ø'. 'ø' translates to "c3 83 c2 b8" in the downloadable file, so it seems there is a double utf-8 encoding somewhere.

Maybe v.title and file should be utf-8-decoded?
