GLAMorgan permalink doesn't work for categories with punctuation

When I create a permalink for a category with a ' in it breaks, e.g

If I run a query for Category:Graphics from the UNESCO Science Report, towards 2030 it works fine, but then when I create a permalink it runs the query as Category:Graphics from the UNESCO Science Report%2C towards 2030 which returns no results.
