WDFIST: For geographic regions, show Commons pictures within OpenStreetMap area

For instances of geographic region and its subclasses, get the area from OpenStreetMap, and query Commons for pictures in that area.

Sounds very difficult to implement (a new Commons API or geographical database cache might need to be created), but it would be a life-saver when trying to find images (P18) for neighbourhoods/villages/subdvisions.

For instance, https://www.wikidata.org/wiki/Q13664613 is a village in Russia, a picture of it might have been taken a passer-by in their car who has no idea what village/district/oblast it is in. But like for most localities, OpenStreetMap has the village with that QID: https://www.openstreetmap.org/relation/4191956 and its precise borders. So, any picture within that area is a good candidate for WDFIST to show.

While WDFIST already has a "Search by coordinates (100m)" checkbox, sometimes 100 meters is too far, and most of the time it is far too small, especially in Russia or in gerrymandered areas.
