merge to item with more backlinks

At the moment it seems that the merge game always merges to the lower Qid. But it would make much more sense to merge to the item with more backlinks and to request only a deletion for the empy items if they have no backlinks. Thanks.

As redirects in Wikidata are working and The Game can create them, I suppose we don't have to care about backlinks.
