License missing, software is non-free, violates Labs TOU

See the Labs Terms of Use which state:

Proprietary software: Do not use or install any software unless the software is licensed under an Open Source license. 

Without an explicit license, as far as I can tell, ANYWHERE in the codebase, this is non-free software and cannot be deployed on Labs. Please license your code according to the TOU and be explicit about it - the usual method being to include a COPYING file with a full license text, and to put license headers in each source file as well.

    Unless Labs lets me state a default license for my code somewhere, I can't be bothered to add it to each of my tools.
