highlight should be language only

When my higlights in pl language was added it is a reason of problems: on pl "he" is "on" ("she" -> "ona"). But word "on" is very common in english - so it higliths many times in entries from en.wiki.

Its possible to have pl highlights on pl.wiki entries and en highlights on en.wiki entries?

Yeah the more highlights we add the more mess we get. Limitation of highlights to languages they are expected to work should sort out the mess.
