Add comment with flag

Being able to add a comment when flagging an item about why it was flagged would be desirable. This should hopefully make it easier to work through new items in Wikidata:The Game/Flagged items.

Yes, and have a couple of default reasons to pick from, too (e.g. "this is not a person")

Additional note: This would not clutter the current layout and I would guess that the usage of the flag button is limited to a few editors (most others would use "not sure" for problematic items).
