AutoList tool should not throttle itself on +flooder accounts

It's rather annoying that the tool throttles itself anyway, but doing so on +flooder accounts seems unnecessary

    I agree with the "annoying" part, but the issue is not mass edits, it's flooding of Recent Changes by non-bot users. Unless flooders are hidden (by default?) like bots, not much I can do without getting the wrath of Wikidata on me :-(
