cloudy_concept: Provide language failback option

Chinese has a wide variants on Wikidata, so when I consider adding missing labels, some transliterations may be acceptable (I expect it to be improved in the future or automatically populated by bot), no need for repeated additions.

Or provide "Language codes" and "all" / "any" option, allow me to skip existing transliterations, and allow to find missing variants.
