"scanning for repositories in None" log message during Rescan

Selecting the "Rescan repositories" option in the Admin >> Settings page results in a debug message stating: {{{ 2012-01-19 05:53:22.861 INFO [rhodecode.model.scm] scanning for repositories in None }}}

This is output from line [[https://bitbucket.org/marcinkuzminski/rhodecode/src/a7a282a902b2/rhodecode/model/scm.py#cl-141|141]] but the very next statements set the variable repos_path to something useful.

The following patch moves the existing info level log statement to after the repos_path variable is normalized and adds a debug level log statement in case viewing the original repos_path value is desired.
