CSS fix for super old browsers

After upgrading from 1.2.4 to 1.3.6, the new tear-off user menu appears invisible (white on white) on the client workstations (white text on transparent background over a white field).

The browsers we're forced to use are ancient (pre-firefox 3.6 which started supporting -moz-linear-gradient) and so do not support the linear-gradient CSS tag which is how the current CSS defines the background.

Adding "background-color: #003b76;" before the "background-image...linear-gradient..." specs in "...public/css/style.css" should support older (dinosaur) browsers too while still using the tiny gradient for supporting browsers.
