Smart actions by parsing commit message

I propose ability to define system wide smart actions for commits, by parsing commit messages. Example:
Admin could have one more section where one can add a list of actions, a lot alike hooks config page. One enters action as free text, for example "+anything" and chooses subsequent action to take by RC from the list or free entry to call external script - for example, send email to foo@bar.com, bar@bar.com. If text "+anything" is found in commit message, subsequent action is triggered - email sent in this case.

Later this can be expanded more and more with function groups etc.

    Starting from RhodeCode 3.3 we have now a smart-commit plugin available that can trigger actions for pushed commits, even with ones from Pull requests
