Fix calculation of dreq and dcon after a nginx restart

I've seen some strange negative spikes in the Nagios graphs for rps, cps, dreq, and dcon. Then I correlated them with a sudden drop in the acc and req graphs. Then I realized the calculation of dreq and dcon should take care to disregard the old values of acc and req when they are bigger than the new values.
